The Richland County Medical Reserve Corps (RC-MRC) is a group of credentialed, organized, and dedicated volunteers who assist during public health emergencies. These emergencies can include major communicable disease outbreaks, tornadoes, floods, fire, acts of terrorism, and all other emergency events that can plague this county.

The mission of the Richland County Medical Reserve Corps (MRC) is to establish and maintain teams of active and retired medical professionals, public health professionals, and community volunteers, such as the Richland County CERT team, to serve the citizens of Richland County during emergencies and community events.
Is there liability protection available for MRC volunteers?
Yes. Ohio Revised Code 5502.281 and 3701.04 provides liability protection to registered Ohio MRC volunteers during local, state or federally declared emergencies, disasters, drills and trainings. The statute also exempts a registered volunteer’s personal information on the Ohio MRC Database from public disclosure.
This protection does not include the provision of any court fees, nor does it cover workers compensation.
However, recently an additional volunteer insurance has been made available that will cover registered volunteers that travel and work within our county.

What is the Richland Co. MRC?
The Richland County MRC is a volunteer group that consists of many medical and non-medical professionals that work together in support of local public health. Volunteers are trained and credentialed prior to the disaster or event to provide rapid response where needed.
A key function for the MRC unit is to provide its members with the training needed to assist in reducing vulnerabilities, build resilience, and improve preparedness, response, and recovery capabilities within our community.

Measles Outbreak 2014
The outbreak began after four people from Knox County’s Danville area, not vaccinated against the measles, went to the Philippines early in the year on a trip sponsored by Christian Aid Ministries, an Amish group based in Berlin, Ohio. The Philippines is grappling with a measles epidemic that has afflicted about 44,000 people, killing at least 91.
The U.S. Centers for Disease Control and Prevention said 592 measles cases were reported in the country that year, with the vast majority – 377 cases – occurring in nine Ohio counties, the worst outbreak in the U.S. since 1994. It was centered in Knox County, which had 195 cases, while Holmes, Ashland, Coshocton, Stark, Wayne and Highland counties also saw cases, in addition to Richland and Crawford counties
Richland County had 19 confirmed cases of measles and it was reported that 12,000 people were given the vaccine
